School districts ask voters to pass their 2011-2012 spending plans on May 17. Crafting those budgets — even before a proposed 2 percent spending cap has materialized — challenges school leaders, who have to satisfy many different constituencies, not the least of which the residents who fund education through their ever-growing property taxes.
